For the record, universities know exactly how to "comply" with a federal requirement banning something in a way that absolutely does not result in much meaningful reduction in that thing: look at how sexual assault/harassment are handled by Title-IX offices:

1. Make it so that nobody wants to report things because of the backlash. In particular, force accusers to make accusations publicly & be confronted repeatedly with their abusers during the process. Make sure there's plenty of stigma around making an accusation, and make the presumption of innocence overwhelmingly strong.
2. Make sure the process regularly lets the accused off easily, so victims know there's no point in making an accusation. Build in plenty of ways to get off on a technicality.
3. Make sure the process is very thorough and slow. Heck, make it take 5 years on average to resolve a case at a 4-year institution.

If your institution enacts anti-trans policies more effective than this in the face of federal pressure, call them out on it.

The jack he's aggressing against is leaping up and to the right to get away. At the right of the frame, another aggressor is chasing the remaining jackrabbit. This one is caught in mid-stride, facing directly away from the camera, with front paws touching the ground as it starts a turning move, while the back feet are fully off the ground and extended to the rear, partway through a jump/hop move. The jack it is chasing is headed up the snowbank to its left, also caught partway through a hop while trying to escape the bully.
