The only reason I can see is *who* the shareholders are—a lot of big pension funds are into them because they're perceived as stable investments; IIRC Thames Water is largely owned by University staff pension funds, for example. So it risks tipping millions of old age pensioners into poverty, which is electoral suicide unless nationalization is done right.
(Yes, those pensioners are a human shield held by the managerial class to protect their salaries. Surprised?)
